　　1992年1月24日，中国和以色列正式建立外交关系，随着中以友好往来的全面推进，两国各领域的交流与合作不断发展，为两国人民带来了切身利益。中以建交25周年之际，人民网近日分别专访了以色列驻沪总领事普若璞博士和中国以色列商会上海分会负责人西奈先生。

　　On January 24 ,1992, China and Israel formally set up diplomatic relations,with the all-round promotion of friendly exchanges, exchanges and cooperation in various fields of the two countries continue to develop, it have brought vital benefits for the two peoples.On the occasion of the 25 anniversary of the establishment of diplomatic ties, the People‘s Daily interviewed the Israeli consul General Propper and the head of the Shanghai branch of the China Israel Chamber of Commerce.

　　“中以建交25年来，关系得到长足发展，人员往来日益频繁，双边贸易和双向投资规模不断扩大，中以关系必然是双赢的结局。”采访中，以色列驻沪总领事普若璞博士强调了中以关系对两国乃至地区稳定及发展的重要性。普若璞博士说， 中华民族和犹太民族是世界上两个伟大的、历史悠久的民族。长期以来，两国关系发展顺利，政治上协商，经济上合作，文化上交流，这种历史、文化和感情上的纽带，是中以发展关系的一股强大动力。

　　“In the 25 years since the establishment of diplomatic relations, the relationship has been developed rapidly,the turnover of people is increasing frequently,bilateral trade and the scale of investment are expanding, and the relationship is necessarily the outcome of a win.”“In the interview, the Israeli consul general in Shanghai,Dr.Propper stressed the importance of China-Israel relations to the stability and development of both countries and regions. Dr.Propper said that the Chinese nation and the Jewish people are the two great and historic peoples in the world.For a long time, the relationship between the two countries has been developing smoothly, political consultation, economic cooperation and cultural exchange, and this historical,cultural and emotional bond is a powerful impetus for the development of relations.

　　普若璞博士在访谈中表示，这二十五年来中以之间的关系发展特别和谐也特别迅速，近几年，以色列高科技，加上中国的资本和市场，被创投领域视为经典的“互补组合”，中以关系发展得非常顺利非常快。中以贸易结构也持续优化，从以农产品、钻石等传统产品为主，不断转向机电产品、高新技术产品等技术含量高的产品，贸易附加值不断提高。而中国对以色列的投资结构也呈现多样化态势，除了传统的科技领域，正在向石化、保险、医疗服务、清洁技术、移动互联网等行业拓展，中国已经成为以色列在亚洲的第一大贸易伙伴。”现在北京和上海都已经开通了特拉维夫的直航，这是个非常伟大的里程碑。中以之间访问和往来也愈来愈频繁，中国人非常喜欢以色列这个国家，而以色列人也非常喜欢中国。能担任以色列驻沪领事我觉得很自豪， 也很开心自己能够成为促进中国和以色列关系当中的一部分，我会尽自己最大的努力促进中以友谊在更多的层面上得到进一步发展和提升。“

　　Dr. Propper said in an interview that the relationship between China and the past 25 years has been particularly harmonious and rapid, and that in recent years, Israel‘s high technology, coupled with Chinese capital and markets, has been seen as a classic “complementary combination” with a very smooth and fast-growing relationship. In order to continue to optimize the trade structure,from the agricultural products, diamonds and other traditional products, and constantly turn to mechanical and electrical products,High-tech products, such as high technical content of products， trade added value continues to improve. China’s investment structure in Israel is also diversified,in addition to the traditional technology field, is to petrochemical,insurance, medical services, clean technology, mobile Internet and other industries, China has become Israel‘s largest trading partner in Asia. “Now Beijing and Shanghai have already opened direct flights to Tel Aviv, which is a great milestone,” he said. Visits and exchanges between China and Israel have become more frequent, and the Chinese people like the country very much, and the Israelis like it very much. I am proud to be the consul of Israel in Shanghai, and I am happy that I can be a part of the relationship between China and Israel, and I will do my best to promote the further development and promotion of friendship on more levels. ”

　　“以色列虽然国土面积较小，但却拥有世界领先的科技水平，中以两国的合作空间十分广阔。”普若璞博士介绍道，以色列作为高新技术产业强国，技术研发是其发展重点，对于正在转型升级中的中国来说，这正是双方加强交流合作的契合点。

　　“Israel, with its small size, has a world-leading level of technology and a vast space of cooperation between the two countries,” he said.  Dr. Propper said that Israel, as a high-tech industrial power,technology research and development is its focus, for the transition and upgrading of China, this is the two sides to strengthen exchanges and cooperation between the points.

　　据了解，以色列位于地中海东南沿岸，国土面积2.2万平方公里，沙漠面积占比达到67%；水资源、土地和矿产资源都十分匮乏，然而就是在这样一个自然条件十分恶劣的地方，却创造了世界农业史上的奇迹，以色列不仅成为一个农产品自给有余的国家，而且其农业成为国民经济与对外贸易的三大支柱之一，这一切，都得益于以色列尖端的滴管科技及先进的用水理念。

　　Dr.Propper said he was very fond of what the president Xi had said：“In the future, more innovation is needed and more technology is needed, and he feels that Israel is the country it is talking about.”“In fact, Israel‘s water technology and many of China’s water conservancy institutions have been working together.” Many of Israel‘s enterprises in China also provide their own contribution to China’s drip irrigation technology and desalination technology. Although Israel is a very small country, it is a very innovative and dynamic country. It innovates every day, thinking how to produce more high-tech, to improve their lives. 　　随着中以两国经贸合作进一步深化，彼此间的经济依存度越来越高，以色列高科技，加上中国的资本和市场，经济互补性持续为两国经贸关系的发展提供动力，中国企业和资本对以色列的投资持续升温；越来越多的以色列商人也涌入中国，从中发掘更多的机会。

　　中国以色列商会上海分会负责人西奈以其亲身经历表达了自己对中以建交影响力的理解。“随着中以合作的深入，中国政府和以色列政府在致力于提高两国商业往来上都投入了巨大的努力和资源。中国是以色列在世界上的第三大贸易伙伴，也是在亚洲的最大盟友，过去这些年以色列超过三分之一的高新技术投资都来自中国。许多中国公司也在以色列寻找投资和合作的机会。”

　　“With the deepening of the cooperation between China and Israel, the Chinese government and the Israeli government have devoted great efforts and resources to the business relations between the two countries. China is the third largest trading partner in the world and the largest ally in Asia for Israel. More than one third of Israel‘s high-tech investment of the past years, is from China.Many Chinese companies are also looking for opportunities about investment and cooperation in Israel.”Mr.Sinai, the head of the Shanghai Branch of IsCham China expressed his own understanding of the influence of the diplomatic relations between the two countries according to his own experience.

　　西奈介绍道，目前中国有三大优势支持着以色列市场，“第一，中国的第十三个五年计划以创新为重点，中国必将继续发展；第二，以色列被认为是中国的一个技术和创新中心；第三，以色列是中国‘一带一路’ 战略的目标国家之一，中国未来会向以色列继续投资。”西奈以净水科技术举例，“以色列家喻户晓的Staruss品牌和中国的海尔集团联合起来，建立了强大而成功的合资企业。我非常荣幸的受该公司的邀请，在超过500人面前发表关于以色列创新、Strauss公司新的制水科技和与海尔集团的典型合作的演讲。”西奈表示，为了更好地促进两国的经济合作，2008年成立了中国以色列商会，为以色列商务、文化在中国进行交流和展示提供平台。

　　He said that there were three major advantages to support the Israeli market in China,“First, the key point of the Thirteenth Five-Year Plan is innovation, so there will be bound to be constant development in China. Secondly, Israel is regarded as one of the Chinese technology and innovation centers. Thirdly, Israel is one of Chinese B&R strategic target countries, so the Chinese government will continue investing in Israel in the future.”Mr.Sinai gave an example about water purification technology,“ Staruss which is well-known in Israel cooperates with Haier from China to establish a strong and successful joint venture. I‘m honored to be invited by the company to give more than five hundred people a speech about the typical collaboration between Haier and Israeli innovation or Strauss’s new water purification technology.”Mr.Sinai remarked that the Shanghai Branch of IsCham China was established in 2008 to provide a platform for the exchange and display about Israeli commerce and culture in China.

　　“我的使命是成为中国与以色列经济关系之间的桥梁。我们积极帮助以色列公司与投资者、客户和战略伙伴建立联系。水技术、新能源、农业、物联网、虚拟现实和一系列新技术正在进行中。”

　　“My mission is to become a bridge between China and Israel. We actively help the companies from Israel connect investors, customers and strategic partners. Water technology, new energy, agriculture, Internet of Things, virtual reality and a series of new technologies are in progress.”

　　据了解，在全球经济向东看的大背景下，由政府支持和推动的中以企业的合作步伐逐渐加快，中以贸易后劲和空间依然巨大。西奈表示，中国有制造与市场能力，以色列有先进的技术，中以双向投资的热情也越来越高涨，在这里他希望能通过媒体邀请更多的中国朋友透过商业、文化、艺术的视角全面认识和了解以色列这个创新与创业的国度，推动双方友好关系迈向新的台阶。

　　It is said that, in the context of the global economy eastwards, the pace of the cooperation between Chinese and Israel enterprises which is supported and promoted by the government is gradually accelerated. There are still great potential and space in the trade between the two countries.Mr.Sinai said, “There are manufacturing and market capabilities in China, and there is advanced technology in Israel. In addition, the two-way investment enthusiasm between the two countries becomes stronger and stronger”. He hoped to invite more friends from China to comprehensively know and understand Israel, a country of innovation and entrepreneurship, from business, culture and art by means of media, which could greatly promote the friendly relation between the two countries.

      值得一提的是，中国是以色列在亚洲第一大、全球第三大贸易伙伴；以色列则是“一带一路”沿线的重要国家。在中国全力推进‘一带一路’的背景下，中以将开拓创新合作模式共建‘一带一路’。 就如以色列驻沪总领事普若璞博士对中以未来的设想，在中国全力推进“一带一路”的背景下，两国“共商、共建、共享”，致力于促进共同的发展，将推动双方友好关系迈向双赢的新阶段。

　　It is worth mentioning that China is the largest trading partner in Asia， and the third largest trading partner in the world for Israel. Israel is an important country along “The Belt and the Road”. In the context that the Chinese government makes all efforts to implement the “The Belt and the Road” strategy. a new innovative cooperation model between the two countries will be developed to build “The Belt and the Road” jointly. It is just like that, in terms of the futures of China and Israel. Dr .Propper, the Consul General of Israeli in Shanghai assumed that, in the context of the Chinese government‘ making all efforts to implement “The Belt and the Road” strategy, the two countries were committed to promoting the common development through mutual negotiation, mutual construction and sharing, which would make the friendly relations between the two countries enter a new stage.
